Job Summary

Responsible for developing and coordinating University wide processes that ensure UTA is compliant with regulations, policy requirements, and best practices in the areas of export control, foreign influence vulnerabilities, international research collaborations, and protection of intellectual property. In a university setting this presents a unique challenge because it requires balancing national security concerns with traditional concepts of university openness and academic freedom. Will work with a wide number of stakeholders in order to develop a system of controls and transparency. Remote for the state of Texas only.

Essential Duties and Responsibilities

  • Responsible for day-to-day administrative and business activities related to the export control program:

  • evaluate research activities for applicability of export controls and fundamental research exclusion.

  • Perform export classification activities including self-classifications as well as submitting commodity classification/jurisdiction requests when necessary.

  • Review export control terms in proposals, contracts, and other agreements.

  • Assess need for Technology Control Plans (TCP), export licenses, or license exceptions.

  • Work with investigators to develop TCPs with appropriate control measures and conduct site visits and monitoring to ensure effectiveness.

  • Determine requirements for embargoed and sanctioned countries; perform restricted party screenings.

  • Draft license applications and maintain institutional registrations; evaluate and advise on restrictions or limitations of international travel.

  • Assess international shipments including filing Electronic Export Information (EEI) when required.

  • Screen end users and countries.

  • Maintain documentation and required records.

  • Partner with other departments to ensure compliance across intersecting University processes.

  • Responsible for development and delivery of training and outreach related to export control:

  • Maintain and update export control manual/operating procedures and website.

  • Create guidance content and materials.

  • Create and deliver export control training and education to a wide variety of stakeholders.

  • Responsible for coordination of university efforts to identify and prevent foreign influence and insider threats:

  • Conduct screenings for foreign national students, scholars, and visitors.

  • Assess need for and develop Research Security Plans (RSP) for research identified as high risk or sensitive,

  • Conduct internal screenings of foreign collaborators, gifts, and end users.

  • Coordinate process for 3rd party performance of heightened screening/background checks as needed.

  • Coordinate among various departments/processes (e.g., sponsored programs, tech transfer, research conflict of interest, conflict of commitment) to ensure that investigator foreign relationships are disclosed properly and in accordance with federal regulations and UT System requirements.

  • Perform ongoing gap analysis on existing policies and processes to develop risk mitigation measures and monitoring tools.

  • Lead responses to regulatory violations.

  • Responsible for development and delivery of training and outreach related to export control:

  • maintain and update export control manual/operating procedures and website.

  • Create guidance content and materials.

  • Create and deliver export control training and education to a wide variety of stakeholders.

  • Responsible for development and delivery of training and outreach related to foreign influence and insider threats:

  • Create and coordinate outreach program to help educate UTA community on current security related issues seen across academia and how to limit intellectual property theft and insider threats.

  • Create and provide oversight and guidance documents related to issues of foreign influence.

  • Communicate changes and updates to federal requirements and best practices relating to national security and foreign influence (e.g., NIH policies, FBI alerts).

  • Support and coordination with other areas of Regulatory Services including:

  • Biosafety, conflict of interest, responsible conduct of research, research misconduct, human/animal research.

  • Coordinates with other departments on campus such as campus departments, International Education, University Legal, Human Resources, Business Services, Grants & Contracts, Tech Transfer, EH&S, Development.

  • Performs other job duties as assigned.

Minimum Qualifications

  • Bachelor’s degree with two (2) years of related experience in export control.

  • Up-to-date knowledge base of the issues surrounding foreign influence/insider threat, the International Traffic in Arms Regulations (ITAR) under the U.S. Department of State, the Export Administration Regulations (EAR) under the U.S. Department of Commerce, and the Office of Foreign Assets Controls (OFAC) regulations under the U.S. Department of Treasury.

Preferred Qualifications

  • Master’s degree with a working knowledge with minimum of three (3) years of experience in export control compliance.

  • Experience in a higher education institution is highly desirable.

  • Previous experience developing license applications and using federal export licensing systems.

  • Compliance, trade compliance, or export control certification.

Knowledge, Skills and Abilities

  • Knowledge of cyber security and facility security.

  • Knowledge of University compliance policies, procedures and programs.

  • Demonstrated ability to make independent judgments regarding the interpretation and application of U.S. Export Control Regulations, including identifying the applicable regulations, exemptions and exclusions for a given situation.

  • Ability to think critically and work through complex issues with limited or no precedence, where analysis of situations or data requires an in-depth evaluation of variable factors.

  • Ability to apply policy and legal concepts to issues.

  • Ability to communicate complex information to stakeholders in a clear and concise manner both written in report form and verbally in meetings and through presentations.

  • Ability to proofread business correspondence with a high degree of accuracy.

  • Excellent interpersonal and customer service skills to work independently with all levels of University personnel, including management and faculty to facilitate consensus and move projects forward.

  • Excellent time management skills and demonstrated ability to independently prioritize heavy workload, meet deadlines, cope with peak workload periods and apply creativity and originality in time sensitive problem-solving situations.

  • Highly motivated with strong initiative to improve, update, and develop programs to meet user expectations and changing regulatory requirements/guidelines.

  • Experience with recordkeeping through use of databases and spreadsheets.

  • Willingness to attend external trainings to gain expertise in specific areas.
