Description

This is a full-time, FLSA non-exempt position with Carson City Health and Human Services, located in Carson City, NV.Under general supervision, assists in the performance of a variety of professional and technical duties involved in grant and general fund fiscal oversight, administration and procurement of services for funding of Health and Human Services; and performs assigned fiscal duties.

This is a grant-funded position and, as such, employees are responsible for knowing abiding by the rules of the grant. This position will continue to be funded as long as the grant is renewed.

Individuals may choose between the following Nevada PERS Retirement plans: Employer-Paid PERS:$27.4534 - $41.1797 hourly / $57,103.02 - $85,653.88 annually Employee/Employer-Paid PERS:$32.5813 - $48.8717 hourly / $67,769.00 - $101,653.24 annually

  • Administer procedures for the receipt of program funds from various funding sources; creates reports as required.
  • Assist with the development of Request for Proposals (RFP) for sub-grantees.
  • Assists with budget planning and monitoring in relation togrants and general fund.
  • Completes fiscal portion of grant applications, asrequested. Responsiblefor administering the fiscal portion of several grants.
  • Performs grant and general fund reconciliation and projections.
  • Ensures compliance with grantconditions and requirementsfor the Department and ensures that all grant conditions are in compliance.
  • Assists in all audits for the Department, sub-grantees, and grantors.
  • Conducts grant contract monitoring for the Department, sub-grantees, and grantors.
  • Answers any inquiries relat ng to grantsand other fiscal activities.
  • May provide other financial services as required.
  • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures.

Typical Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:

Bachelors degree in accounting, finance, or a related field; AND one (1) year of professional experience in finance, grants administration or compliance management; OR an equivalent combination of education, training and experience as determined by Human Resources.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Valid drivers license

Required Knowledge and Skills

Knowledge of:

  • Principles and practices of statistical data analysis.
  • Principles and practices of project budgeting.
  • Principles and practices of budget preparation and fiscal analysis.
  • Principles and practices of public administration and management.
  • Principles and practices of program evaluation.
  • Computer applications that relate to the job including but not exclusive to Microsoft Windows, Word, Office, Excel, Internet, and E-Mail applications.
  • Techniques for dealing with a variety of individuals, at all levels of responsibility, in person and over the telephone.
  • Communicating effectively in oral and written forms.

Skill in:

  • Reviewing financial documents for completeness and accuracy.
  • Compiling and reviewing budget figures.
  • Interpreting, applying, and explaining applicable laws, codes, and regulations.
  • Maintaining accurate financial records and preparing accurate and timely reports.
  • Making accurate arithmetic calculations.
  • Working without close supervision in standard work situations.
