Job Description

This is a non-merit position with the Iowa Department of Education (DOE), Iowa Education for Deaf and Blind.Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Plans, develops, directs, and drives over-site for all human resource functions for Iowa School for the Deaf (ISD) (www.iowaschoolforthedeaf.org) and Iowa Educational Services for the Blind and Visually Impaired (IESBVI) (www.iesbvi.org). Provides leadership, collaboration, and advice to ISD/IESBVI administration on issues that influence agency organization and operations.

Responsible for all Human Resources functions for ISD/IESBVI including:

  • Collaborate with ISD/IEBVI and DOE leadership on issues related to the operations and missions of ISD/IESBVI. Serve as a key resources providing guidance and advice related to HR issues, policies, laws.

  • Supervise, lead, and direct HR department, ensuring all HR operations are completed. Lead, plan, and participate in completion of all HR functions including recruitment and selection, classification and compensation, policies and procedures, leave management, employee orientation and communications, investigations – including participating in the Schools Title IX process, corrective disciplinary action, reasonable accommodations, and FMLA.

  • Consults and collaborates with other HR professionals to ensure compliance with the State’s Department of Administrative Services-HR Enterprise’s policies and processes.

  • Prepare and provide information to employees on topics related to human resources and employee benefits. Answers questions and addresses employee concerns.

Hours: 7:30 a.m. – 4:00 p.m., Monday – Friday occasional nights, weekends, and in-state travel

A successful candidate will bring or have the ability and desire to learn:

  • Passion for pursuing common goals in pursuit of public service

  • Knowledge of state and federal laws pertaining to human resources

  • Strong written and verbal communication skills including developed interpersonal skills

  • American Sign Language

  • Experience working with individuals who are deaf, hard of hearing, blind, or visually impaired is a plus.

  • Experience working within a K-12 educational setting a plus.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.

2) Eight years of full-time work experience in program administration, development, management, or operations.

3) All of the following (a and b):

a. Four years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) All of the following (a, b, and c):

a. Two years of full-time work experience work in program administration, development, management, or operations; and

b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and

c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is

also equivalent to one year of full-time experience or education.

5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
