Responsibilities

In this role, a self-starting, innovative and collaborative candidate is sought to lead a valued team in a fast moving, dynamic environment solving difficult problems which enable National Security mission success.

Key Responsibilities

  • Manage small projects (<$5M TPC). Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).

  • Use MSTS project management processes, techniques, and tools.

  • Support the Project Management Directorate mission.

  • Regularly interfaces with external customers and is expected to demonstrate professionalism and poise in sometimes difficult customer interactions.

  • Be the primary project interface to internal fiscal organizations using EVMS & P6 so a working knowledge of EVMS & P6 will be essential.

  • The ability to interpret complex project data paired with financial data and present a cohesive picture to the sponsor. This role calls for a high degree of communications (business communications and interpersonal communications) capability.

  • Understanding WBS and the ability to structure project activities in accordance with WBS elements.

  • Understanding the link between project management and funding as well as spend plan analysis.

  • Managing by influence. This Sr. Project Manager role relies heavily on managing by influence rather than direct line authority.

  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in related field or equivalent training and experience and at least 5 years’ related professional experience.

  • This position will have heavy customer interaction, a Master degree in Communications is highly desirable.

  • Previous project management experience and responsibilities should include:

  • Managing small projects (<$5M TPC) and project teams (<10 people) through representative project lifecycle phases.

  • Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.

  • Maintaining satisfaction of stakeholders with differing needs and expectations.

  • Managing communications between project stakeholders and team members.

  • Identifying and complying with project requirements in development of products and deliverables.

  • Managing the project team in successfully achieving project scope, schedule, and cost objectives.

  • Desired a candidate with experience and oversight of combined portfolios of over $50M per year.

  • Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches.

  • Collaboration: Facilitates discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establishes trust among IPT members. Builds and uses cross-functional relationships to accomplish tasks. Establishes and manages small IPTs (<10 people). Maintains and effectively leads the IPT. Achieves customer satisfaction. Seeks advice from more senior project managers. Must collaborate well with Program Management, Sponsor Management and colleagues stationed in the field that provide support to this project.

  • Decision-Making: Demonstrates effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyzes the risks and future impact of decisions.

  • Able to advise actions to meet schedule and cost with credibility.

  • Achieves internal Project Manager Certification at the Base Level or higher within 1 year, unless there are extenuating circumstances.

  • The primary work location will be at the North Las Vegas, Nevada facility.

  • The work schedule will be 4/10s Monday through Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:$96,283.20 - $144,435.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
