JOB SUMMARY: Manages and supervises library employees in order to satisfactorily achieve library outcomes and performance measures. Frequently answer questions and complaints from the public. Prepares and manages library budgets for operations and capital improvement projects. Prepares requisitions for property and equipment items purchased with the librarys operating budget and with bond funds. Writes specifications for some items and processes. Leads in preparing short-term and long-range plans for all library operations, including collection development, reference services, programming, training, circulation, technology, maintenance, public information and new services and projects; participates in all aspects of library building projects and major building maintenance projects. Represents the library with community groups and participates in other county events. Works with other county departments and the County Judge and County Commissioners to provide service to county residents. Leads the library Administrative Council and Strategic Planning Team in making library policy. Attends County Commissioners Court meetings, Library Advisory Board meetings, Law Library Committee, and Friends of the Library meetings. Solicits gifts, grants and public/private funding and partnerships for the library system. Participates extensively in Human Resources matters involving all library employees, including approving all new hires and performance evaluations, disciplining and terminating employees. Interviews and completes performance evaluations for all directly supervised staff. Participates in planning of programs, policies or objectives for own work group and department. DUTIES and RESPONSIBILITIES: Masters Degree in Library Science from an ALA Accredited University. 10 years of job-related experience with 7 years of increasingly responsible supervisory experience. Advanced computer skills. Strong supervisory and problem-solving skills. Organizational skills and the ability to complete assigned projects in a timely manner. Excellent verbal and written communication skills. Interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials. SALARY RANGE: Commensurate with experience All full-time and part-time employees are members of the Texas County District Retirement System (TCDRS).
