This position conducts regular and periodic inspections of children’s residual facilities (2960), jails, detention facilities, adult private prisons, adult halfway houses, and group foster homes. Responsibilities include:

  • Conduct licensing inspections and/or annual/biennial inspections primarily of juvenile detention facilities and group and child foster homes licensed by the Department of Corrections as well as adult community based residential correctional facilities (2920). Additional inspection work may be conducted in jails, detention facilities, adult private prisons, and certification of out-of-state juvenile programs as assigned to ensure compliance with federal, state, and local statutes and, where appropriate, take action toward proper resolution of non-compliance or problem areas to ensure the safety, security, and health of all residents and staff.

  • Complete audits of Minnesota detention and other facilities using the Federal Juvenile Justice and Delinquency Prevention (JJDP) Act and determining compliance with core requirements.

  • Provide technical assistance and training with respect to facility and workforce planning, construction activities, operational procedures, and program development.

  • Conduct all enforcement activities, inclusive of developing recommendations for restricted use, license suspension, or license revocation of assigned facilities.

  • Evaluate all complaints and/or unusual occurrences arising within facilities related to licensing standards.

To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. This position will have the option to telework and will require regular travel to facilities throughout the state of Minnesota to conduct inspections. Completion of a telework agreement will be required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Two (2) years of experience conducting inspections of government regulated entities OR monitoring ongoing compliance for licensed government programs. (Note: A Bachelor's degree in Criminal Justice, Corrections, Psychology, Sociology, Social Work, or related field may substitute for one (1) year of experience) . Experience must include:

  • Preparing a written narrative of inspection findings;

  • Making recommendations for corrective action in cases of non-compliance; and

  • Creating and implementing timelines for corrective action in cases of non-compliance.

  • Analytical skills sufficient to evaluate complaints and determine compliance with licensing or certification standards.

  • Human relations skills sufficient to communicate, persuade, and negotiate with other local criminal justice and public officials, respond to inquiries, and provide technical assistance.

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • A Bachelor's degree in Criminal Justice, Corrections, Psychology, Sociology, Social Work, or related field.

  • Experience working in a children’s residential facility (Rule 2960) setting.

  • Knowledge of the Juvenile Justice and Delinquency Prevention Act (JJDPA), and/or laws and regulations pertaining to confinement of persons in secure and non-secure facilities.

  • Knowledge of building, life safety, and health codes.

  • Knowledge of and skill in investigative techniques.

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
