Under limited supervision, this position will administer PERA’s Statewide Volunteer Firefighter (SVF) plan serving departments throughout Minnesota to ensure compliance with reporting standards, pension law, and tax law. As subject matter expert on overall SVF operations within PERA, coordinates internal operational processes. Develops and provides internal staff and external stakeholder technical support, instructions, informational content and training on reporting requirements affecting fire departments and members participating in or inquiring about the SVF plan.
After a three (3) month training period, this position will primarily be telework with the requirement to be on site and in office in St. Paul, MN at least one (1) day per week and as needed based on business needs and other dependencies.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications

Four (4) Years of demonstrated professional level experience providing responses to complex agency program questions of external stakeholders.
*A Bachelor’s degree in Business Administration, Accounting, Communications, Marketing, or Organizational Leadership may substitute for one (1) year of professional level experience.
Professional level experience and education must clearly demonstrate the following:
Ability to develop, document, coordinate and provide initial and ongoing comprehensive training programs for internal and external stakeholders. This includes development of training materials
Advanced ability to read, comprehend and relate statutes, policies, procedures, opinions, and information to PERA staff and stakeholders in simplified and understandable terms that do not misconstrue the intent of the statutes
Advanced communication skills to explain complex and technical program information to external stakeholders and internal staff with various knowledge levels, listen to feedback, evaluate comprehension and adjust delivery accordingly
Writing skills to compose letters, newsletter articles, fact sheets, training materials, presentations and FAQ documents for a variety of audiences that convey complex legal information in understandable ways, and maintain process documentation and procedure manuals related to programs
Skilled in computer applications (Word, Excel) sufficient to perform related work responsibilities (creating correspondence, reports, spreadsheets) and develop status reports
Strong analytical and problem solving skills, attention to detail, advanced ability to exercise sound judgment to make decisions, evaluate multiple options and to propose a solution, including suggestions for legislative, policy, or procedural changes
Preferred Qualifications
Ability to perform complex and technical analysis and interpretation in the preparation, verification and dissemination of information regarding PERA laws governing SVF plan eligibility as well as governmental entity and fire department responsibilities
Advanced knowledge of Minnesota Statutes Chapters 353 and 356, relating to SVF benefits and membership eligibility of the Association
Experience working with State pension plans
Experience in maintaining the confidentiality of data and information in accordance with the Minnesota Government Data Practices Act
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of movement is often necessary in carrying out job duties.
