POSITION SUMMARY:

Under general direction, the Lead Safe and Rental Registry Enforcement Specialist will work to advance, implement, and support operations and service delivery for enforcement and compliance with the Residential Rental Properties and Lead Safety Compliance Ordinance (“Ordinance”). The Lead Safe and Rental Registry Enforcement Specialist will service as a direct support to the Commissioner of the Division of Code Enforcement and also the Lead Safe Coordinator, to develop a framework for: identifying rental properties subject to the Ordinance, education and outreach to impacted properties to facilitate Ordinance compliance, certification of compliance, implementing legal strategies for non-compliant properties, and managing, mapping and reporting on data to evaluate Ordinance compliance.

ESSENTIAL JOB FUNCTIONS:

Programs & Technology:

  • Candidate will assist in the development, support, and implementation of programs related to the enforcement of the Health & Housing Code and the Lead Safe and Rental Registry Ordinances.

  • Direct oversight of special projects within CityWorks for lead safe certifications and enforcement.

  • Enter & review case specific information within unit database management systems (such as CityWorks) and quality control data entered by the administrative support team.

  • Work in partnership with the internal tech support team to eliminate duplicate data and user errors as needed.

  • Use of ESRI products & ArcGIS software for general mapping data and the ability to use and understand event layers in the software.

  • Responsible for working with the internal tech support team to map case data for lead safe certification, rental registry, enforcement, violation notices, etc.

Management Team & Administration:

  • Assist Lead Safe Coordinator with providing clear communication internally within the Department and Administration and externally with the general public.

  • Assist the Commissioner of Code Enforcement and the Lead Safe Coordinator with the tracking and reporting quarterly Key Performance Indicator’s (KPI’s) for lead safe certification, rental registry, and code enforcement activities.

  • Candidate should identify areas of vulnerability or risk within the operations and assist with the development of plans of action to reach solutions for those weaknesses.

  • Provide guidance to subordinate personnel to create standards and consistency.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Strong computer, database, and typing skills required, with considerable knowledge of Microsoft Office (Word, Excel, PowerPoint, etc.) software and some familiarity with GIS software programs.

  • SAP software program.

  • Simple arithmetic.

Skill in:

  • Communication skills in both verbal and written correspondence.

  • Strong problem-solving skills, critical thinking, and good judgement.

  • Supervising critical projects and programs, managing deliverables, aligning daily operations with the strategic goals of the Administration.

Ability to:

  • A demonstrated ability to supervise and execute special projects within a team environment with documented outcomes.

  • Work independently and as part of a team.

  • Speak fluently in Spanish is strongly encouraged to apply.

REQUIRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Public Policy, or related discipline.

  • Three (3) years of direct experience planning and implementing compliance requirements for program(s), regulations or ordinances within a government administration, agency or other associated forum.

  • Must posses a valid driver’s license.

PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:

  • One (1) year of experience working with legal system including filing and case management of housing code violations or Paralegal Certification preferred.

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
